About the Department:
Population Sciences in the area of infectious diseases focuses on important questions: Where is the highest concentration of people with infectious disease, such as HIV/AIDS, tuberculosis, malaria, influenza and cholera? What are the risk factors for the population in these parts of the world in developing the disease? How can we work within communities to help change the behavior that presents the most risk? Join VIDD's Population Sciences program faculty and staff by providing integral support of their specialized work in math modeling, epidemiology, and statistics in projects that are related to the spread and control of infectious diseases.
The Statistical Center for HIV/AIDS Research & Prevention (SCHARP) provides statistical collaboration to infectious disease researchers around the world and conducts a complementary program of statistical methodology, and mathematical modeling research. SCHARP also collects, manages, and analyzes data from clinical trials and epidemiological studies dedicated to the elimination of infectious disease as a threat to human health. SCHARP is part of the program of Population Sciences within VIDD.

The HIV Prevention Trials Network (HPTN) is a worldwide collaborative clinical trials network that develops and tests the safety and efficacy of primarily non-vaccine interventions designed to prevent the transmission of HIV (http://www.hptn.org/index.html).
The Statistical Programming Manager (STP Manager) for the SCHARP Data Analytics Unit (DAU) provides leadership to the team of statistical programmers operating within the DAU. This includes participation in developing policies, procedures and methods; management of workflow, staffing capacity and prioritization; collaboration with other groups within SCHARP; and oversight (direct and/or indirect supervision) of approximately 6-12 professional statistical programmers. The STP Manager works under minimal supervision, communicates effectively with their staff and with others in SCHARP, and is responsive to the needs of SCHARP investigators and external collaborators/partners. The STP Manager adheres to SCHARP Standard Operating Procedures (SOPs), Work Practice Guidelines (WPGs), applicable clinical trial regulations, and confidentiality requirements.
The STP Manager is responsible for leading the Statistical Programming group, including planning for the long-term development and stability of the group; representing the group with peer colleagues, faculty, senior management, and others within the organization; advocating for the group and encouraging/assisting staff to realize their full potential; and defining the ways in which the group contributes to the advancement of the unit and the organization.
The STP Manager is responsible for providing management and supervision to the Statistical Programming group, working within a matrix structure. In this role, the STP Manager will collaborate with stakeholders to distribute and allocate work equitably and efficiently. In particular, the STP Manager will have primary responsibility for assigning STP staff to tasks requested by the Statistical Managers of each network. The STP Manager will monitor milestones and timelines, will revise assignments as needed, and will communicate with stakeholders about progress and workload capacity. In distributing tasks, the STP Manager will weigh workflow needs with individuals' protocol knowledge, programming strengths and interests. The STP Manager will be responsible for hiring new staff, providing staff with career guidance and support, providing/obtaining relevant training, and addressing performance issues.
The STP Manager is responsible for developing policies and procedures relevant to the Statistical Programming group, supporting/developing infrastructure improvements, and contributing to other short- and long-term technical goals of the group. The STP Manager will develop and support development of best programming practices, code standardization and efficient reuse of code, code verification and validation efforts and documentation. The STP Manager will contribute to adoption of CDISC standards, where relevant. The STP Manager will seek input from the Statistical Programming group and others regarding potential improvements to existing procedures, and will incorporate them into process improvements.
The STP Manager will promote a sense of unity and coherence within the Statistical Programming group and will foster a collaborative environment between the STP group and others within SCHARP. The STP Manager will support the ideals of scientific and academic excellence and will evolve the manner in which the STP group contributes to these ideals.
In support of study-specific protocol procedures, network requirements, and statistical programming requirements, the incumbent may perform one or more of the following tasks:
1. Supervise and oversee a programming team of 6-12 staff, including hiring, training, providing performance reviews, and addressing/documenting performance-related issues.
2. Serve as a representative of the Statistical Programming group and/or the DAU in management and/or committee meetings.
3. Report to DAU Head; serve as acting manager in the absence of DAU Head.
4. Standardize work practices across studies where practical and participate in within-group and cross-group standardization efforts.
5. Ensure work practices are documented, and support the maintenance and updates of existing documentation (SOPs and WPGs).
6. Design and support infrastructure improvement efforts
7. Manage task allocation across team members. Coordinate assignments and oversee programming efforts of the group. Review programming priorities with staff members. Review conflicting priorities with the DAU Head and other key staff as appropriate.
8. Provide training and mentoring to new staff. Identify and support opportunities for enhancing knowledge, skills and abilities.
9. Conduct and facilitate regular team meetings to communicate decisions and identify and address issues that may impact the team.
10. Coordinate with the other programming groups to identify and address common issues.
11. Other duties as assigned.
Demonstrated leadership capabilities and supervisory experience are required. Four years' experience as a manager/supervisor and a Bachelor's or Master's Degree in a job-related area. Educational background in computer science, programming, or statistics is preferred. Excellent oral and written communication skills are essential. Experience with SAS statistical software is required, preferably on a Unix platform.
Experience supervising large groups, leading teams through restructuring or other organizational shifts, collaborating with other managers to develop strategic planning. Experience writing work practice guidelines and standard operating procedures is desirable. Industry experience is preferred. Experience with SQL, Unix, and R programming is desirable. Experience creating analysis datasets and statistical reports is preferred. Experience in writing program, system, and/or dataset documentation. Knowledge of and experience in programming support of clinical trials, statistical programming, or other scientific research programming support.
