Venesco, LLC, is looking for a Project Manager/Senior Strategist to work as a full-time employee at the Naval Hospital Camp Pendleton to optimize the health of its beneficiaries through critically needed population health programs.

The government's Population Health Program encompass a full scope of intervention strategies that include tertiary prevention (programs that help beneficiaries treat chronic disease), secondary prevention (programs that help beneficiaries manage risks for disease), and primary prevention (programs that help beneficiaries prevent disease).


-Provide advisory and consultative support for NHCP’s Population Health strategy development, implementation, and management.

-Localize and implement the IHCI 3 – 5 year NHCP Military Population Health strategic plan.

-Monitor, review, identify and incorporate leading practices from industry and/or other external organizations into the NHCP Population Health strategy.

-Work with the COR and NHCP Population Health Government Lead to ensure effective contract management, fulfillment of deliverables, and management of each phase of work.

-Provide oversight of contractor personnel, quality control of deliverables, and other required contract management administrative tasks.

-Prepare, review, and present briefings, memos, and white papers in support of NHCP Population Health efforts.

-Guide experts in population health, data analytics, and clinical implementation and monitor outcome targets.

-Assist in the review, development, and implementation of processes and guidelines for all primary, secondary, and tertiary prevention modalities.

-Participate in medical meetings, committees, professional associations, boards, and other related groups as needed.

-Coordinate with NHCP data analytics staff as needed for program planning, evaluation, and impact measure.

-Partner with Health & Wellness and Public Health to target audiences for communication, promotion, and training efforts to include both internal and external audiences such as: command personnel (leadership, clinical staff, non-clinical staff); Navy medicine and military health system leadership.

-Implement the IHCI training, promotion, and communications needs assessment for IHCI staff and IHCI beneficiaries.

-Develop an overarching IHCI training strategy for clinical and non-clinical personnel.

-Develop a calendar for delivery of training, promotion, and communication strategies. Develop and maintain a process that ensures the timely update of content.

-Employ appropriate training delivery strategies (including classroom based training, one-on-one coaching, virtual learning, etc.), as appropriate, to clinical and non-clinical staff.

-Initiate evaluation of the effectiveness of implemented training tools, promotion, and communication strategies. Present identification of strengths and weaknesses to leadership, as well as future strategies.

-Conduct regularly scheduled evaluation. Present findings to appropriate leadership.

-Dynamically monitor quality of programs and conduct reactive evaluation if needed.

-Periodically construct summary performance reports and present to appropriate leadership.

-Establish relationships and work closely with both the technical staff responsible for building the portal, and the clinical/health staff from programs whose content will be included on the NHCP PHPO.

Salary DOE: $86,000 - $96,000

-Masters in Health Administration, Public Health or related field.

-Certification in Program or Project Management.

-10 – 15 years of experience, at least 3 years of experience in a management capacity or leadership role.

-10 years progressive experience in managing health programs.

-Proven excellent verbal and written skills. Contractor employees shall have the ability to enunciate with sufficient clarity to be readily understood by patients and staff. Should be proficient in communication within multiple DoD and VA health care systems.

-Contractor employees shall possess sufficient initiative, interpersonal relationship skills and social sensitivity such that they can relate constructively to a variety of patients and staff from diverse backgrounds.

-Must be able to brief senior military clinicians comfortably and convincingly.

Desired Qualifications:

-Prior Navy medical experience and knowledge of military health system.

-Experience with staffing procedures in a military hospital, knowledge of both formal and informal chain of command, military ranks, customs and courtesies.
