Position Summary:
Berkeley Lab’s Biosciences Area Office has an opening for a KBase Project Manager. This position will serve as the business process owner of KBase Operational processes and project tracking, performance monitoring and reporting. You will report to the Lead Principal Investigator (PI) of a large multi-Institutional project seeking to enable advanced computational systems biology research in plants, microbes and their communities called the Systems Biology Knowledgebase (KBase).

You will oversee the KBase project management group to provide inter-institutional coordination and communications; clear and concise project tracking dashboards and decision requests to the executive; and provide coherent and clear information to the project PIs, and Laboratory Research Manager (LRM).  You will be working collaboratively with the Program Management Team members at Berkeley Lab, Argonne National Laboratory, Oak Ridge National Laboratory, and Brookhaven National Laboratory collaborating with the LRM, reporting to the Executive Team and Lead PI, and communicating decisions to the project performers.

Specific Responsibilities:
Program Manager 3
• Coordinate project management team with points of contacts from all National Laboratories, including deliverable tracking, progress reporting, and team management needs with Production lead, and Implementation Planning Team. Escalate issues as necessary to Executive team.
• Collaborate with the LRM and Implementation Planning Team to ensure effective utilization of team resources to meet needs of project deliverables and to formulate solutions to problems identified for evaluation by the Executive Committee.
• Manage tracking of all deliverables, development activities via JIRA software issue tracking system and gitHub code management systems.
• Reporting:
   - Collect reportable data from institutional project management team members and JIRA.
   - Coordinate report information from user-engagement teams running help desk and user testing to create reports measuring responsiveness to user-requests/requirements.
   - Coordinate report information from platform operations team to evaluate system performance including uptime, usage metrics and user metrics.
   - Summarize these into informal monthly status report presented to LRM and Lead PI for project tracking and to the Executive Committee for decision making.  
   - Assist in using these materials to prepare formal reports for Department of Energy (DOE) as required.
• Ensure compliance with process as outlined in the KBase project guides.
• Attend key meetings with DOE officials and visit other project sites at other National Laboratories at least once a year to interface directly with other project teams.

In addition to the above responsibilities, the Program Manager 4 will:
• Overall leadership of the project management team.
• Responsibility for strategic planning of the project to include timelines and measurement of project goals.
• Identifying potential funding sources and implements new programs.
• Serve as a primary contact to external agencies and Lab management.
• Overall responsibility for Project budget.
• Report formally to the Executive Committee and PI team monthly. Informal and critical reports are expected every week.


Required Qualifications:
Program Manager 3
• B.A./B.S. in computer science or related field with a minimum 8 years of progressive work experience including project management and administration; or an equivalent combination of education and professional experience developing, maintaining and upgrading a business critical computing infrastructure, managing development of tightly coordinated teams.
• Possess knowledge, experience, and subject matter expertise related to one or more of the following disciplines: process management, project management, IT, software, resource management, and/or business process analysis. Must have a proven ability to apply these skills in a complex business environment.
• Experience with a variety of business systems and technologies (i.e. tracking system, information system, etc.).
• Demonstrated experience utilizing computerized databases, information systems, and spreadsheets to create trackable business and development processes and report generation.
• Significant and demonstrated experience managing and leading complex and broad business processes and/or programs.
• Demonstrated knowledge in aspects of process development and improvement. Experience developing recommendations and implementing process improvements. Knowledge of professional concepts involved in effective program planning and principles/practices applicable to ensuring effective program implementation and maintenance.
• Ability to develop clear and concise presentations and reports containing programmatic and technical data to various levels and diverse audiences.
• Proven ability to deliver recommendations and action plans to address problematic issues as well as good practices.
• Experience collecting and analyzing data and metrics as well as using this data to monitor progress and develop reports.
• Experience in the definition and documentation of system change requirements and the alternatives, and the planning, testing and implementation of system enhancements and upgrades.
• Knowledge of and experience in interpreting and applying business logic, policies and procedures.
• Experience in the development and maintenance of highly complex spreadsheets and databases containing advanced functions and extensive experience in utilizing commercial and/or institutional database tools.
• Experience in advanced decision making, problem-solving and analytical skills to independently solve highly complex issues requiring mature judgment, discretion and tact; experience negotiating desirable outcomes.
• Strong written communication skills to effectively prepare and deliver financial briefings, documentation, reports and expert financial advice to senior Laboratory personnel, and/or other external organizations and agencies.
• Strong interpersonal verbal communication and customer service skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relations with all levels of personnel, both internal and external to the Laboratory.

In addition to the above qualifications, the Program Manager 4 will have:
• B.A./B.S. in computer science or related field with 12 years of progressive work experience including project management and administration or an equivalent combination of education and professional experience.
• Ability to independently devise new approaches, perform assignments and make decisions with high consequence of error without appreciable direction from management.

Additional Desired Qualifications for both classifications:
• Advanced degree (Ph.D) in related field.
• Experience with product launch.
