BERN--Voters here on June 7 defeated the Initiative for the Protection of Life and the Environment, a proposal that would have banned genetic re search involving genetically engineered plants and animals. Swiss multinational pharmaceuticals had warned that the initiative would have the effect of paralyzing biomedical research here.
