At the top of the list are Connecticut, Massachusetts, Minnesota, New Hampshire, New Jersey, Ohio, Vermont, and Wisconsin. Rounding out the bottom group are Arkansas, Florida, Georgia, Louisiana, Mississippi, Nevada, New Mexico, Oklahoma, Texas, and West Virginia.
