Cisco Systems' chief technology officer Padmasree Warrior tells Tech Review that a national CTO, a position that President Obama promised to create, should focus on e-initiatives that would make the government "more efficient and open." Warrior is thought to be at the top of the candidates' list. She also says that innovation needs to be harnessed to boost the economy and that cybersecurity needs to be addressed, especially as cloud computing becomes more prevalent.
