European Union leaders who were to determine the region's budget at a summit last week haven't been able to do so, reports ScienceInsider. "That may only delay bad news, however. The latest proposals for the innovation budget, which includes research and education funding, cut as much as 15 [percent] from the €164 billion proposed last year by the European Commission," ScienceInsider says.

The latest budget proposal includes more funds for agricultural and cohesion funds, though more cuts to the innovation budget, it adds. EU leaders may decide on the budget next year as they have until the end of 2013 to come to an agreement.
